Autism Partnership Foundation (Hong Kong)
In 2007, AP founded Autism Partnership Foundation (APF), a charity organization in Hong Kong. APF is committed in providing a range of support services for children with ASD, especially from the less-resourced families who are unable to afford quality APM treatment in Hong Kong.
All the services provided by APF adopts APM as its teaching methodology.
Autism Partnership Hong Kong - A Vision Beyond Therapy
For over 25 years, Autism Partnership had been providing intensive APM® intervention to children across Hong Kong. While many students successfully transitioned into mainstream education, it became increasingly clear that not every child thrived within traditional school systems. At the time, there were no schools in Hong Kong formally dedicated to supporting children with autism through highly individualised, evidence-based behavioural education grounded in Applied Behavior Analysis (ABA).
Toby Mountjoy believed families deserved more.
He envisioned a school where children with ASD could learn in an environment truly designed around their developmental needs — a place where education, behavioural support, communication, social development, and learning readiness could work together as one integrated approach. More importantly, he wanted to build a school that focused not only on academic learning, but on helping students develop the skills needed to lead fuller, more independent, and meaningful lives.
Establishing Autism Partnership Foundation and AP School
That vision became Autism Partnership Foundation and AP School.
Established as a way of giving back to the community, APF was created to expand access to high-quality autism education and support for low-income families in Hong Kong. Through AP School, Autism Partnership was able to bring decades of clinical experience into a structured educational setting — combining intensive individualised teaching, close supervision, and evidence-based APM® practices within a real school environment.
In 2007, APF made history by establishing and registering Hong Kong’s first autism-specific primary school with the Education Bureau — marking a major milestone in specialised autism education in the region.
Today, AP School is a formally registered school under the Hong Kong Education Bureau, serving students with ASD from approximately 5.5 to 15 years old through a highly individualised bilingual curriculum. Every student receives a personalised Individualised Education Plan (IEP), supported by small class teaching and an exceptional 1:2 teacher-to-student ratio to ensure highly individualised learning and support tailored to each child’s unique needs.
Over the years, AP School has grown into a vibrant community supporting nearly 90 students and families across Hong Kong, while continuing to uphold the same philosophy it was founded upon — that every child deserves an education designed around how they learn best.
Education Designed Around the Needs of Children with Autism
At AP School, learning extends far beyond traditional academics.
Alongside subjects such as Language, Mathematics, General Studies, Visual Arts, Information Technology, and Physical Education, the school places strong emphasis on autism-specific developmental areas including communication, social interaction, emotional regulation, behavioural development, independence, and “learning how to learn” skills.
The educational approach is designed to help students generalise what they learn into meaningful, real-life situations — an area where many children with autism often struggle. Through structured teaching, classroom learning, social opportunities, and daily practice, students are supported in applying their skills across school, home, and community settings.
Preparing Students for Life Beyond the Classroom
This philosophy extends beyond the classroom environment itself.
Students participate in practical learning experiences, community-based activities, and enrichment programmes such as music, drama, dance, social activities, and group learning opportunities — all carefully designed to help them build confidence, flexibility, independence, and meaningful participation in everyday life.
AP School also offers a diverse range of Extra-Curricular Activities (ECAs) to nurture students’ unique talents, hobbies, interests, and leisure skills — helping children discover their strengths while building social confidence and enjoyment beyond academics.
Every aspect of the school reflects a larger goal:
not simply helping students perform better in school, but helping them develop the skills needed to navigate the world more successfully and live fuller, more meaningful lives.
Continuing the Mission
Over the years, AP School, Autism Partnership Foundation, and Autism Partnership Hong Kong have continued to grow together — united by the same clinical philosophy and long-term commitment to children and families.
Yet the purpose behind AP remains unchanged:
to continue raising the standard of autism education in Hong Kong, and to provide every student with the opportunity to reach their fullest potential and experience the highest possible quality of life.
Looking Toward the Future
While AP School began in Hong Kong, Toby Mountjoy’s vision has always extended far beyond a single city.
As Autism Partnership continues to grow across Asia, Toby hopes to one day establish AP School campuses in China and Korea — bringing the same specialised educational model, clinical philosophy, and evidence-based APM® approach to even more children and families across the region.
His belief remains simple:
children with autism deserve access not only to quality therapy, but also to quality education designed specifically for how they learn best.
By expanding AP School internationally, the goal is to help more children with ASD develop the skills, confidence, independence, and opportunities needed to live fuller and more meaningful lives — wherever they are in the world.

Our premise is located in Kowloon Bay, Hong Kong, equipped with top-notch facilities to ensure students with Autism Spectrum Disorder (ASD) a diversified and pristine learning environment and school life. We advocated the need for a designated school for children with ASD, provide them professional and appropriate educational services to build upon their strengths effectively.

Autism Partnership Foundation (USA)
Dr. Ron Leaf and Dr. John McEachin founded the Autism Partnership Foundation (APF) in the United State with the vision of ensuring quality and effective intervention could be accessible to all children with ASD and their families by:
- Conducting and supporting research to further our knowledge and understanding of effective treatment
- Promoting expertise in the application of effective treatment through the Autism Partnership Foundation Academy
- Educating and training parent and professionals about ASD and Applied Behavior Analysis

Under APF, AP School was founded. It is a primary school formally registered under the Education Bureau designated for students with ASD in Hong Kong with bilingual curriculum.

A full-day programme aimed to equip the teenagers and young adults with ASD aged 15 to 25 with skills so that they can be contributing members of society.
